A Framework Tender for the Supply, Integration, Operation and Maintenance for a MTMS
(Metropolitan Traffic Management System) and its Modules
Ayalon Highways Co. Ltd. (hereinafter: "The Company" or "Ayalon Highways") hereby invites receipt of proposals for a framework Tender for the supply, integration, operation and maintenance for a Metropolitan Traffic Management System (“MTMS”) and its Modules, all as per the specifications contained in the Tender Documents (the "Services").:
1.This Tender will be conducted as a web-based e-tender as per the provisions of Regulation 19C of the Mandatory Tender Regulations 5753 – 1993. Bidders must submit their proposal through the electronic system operated and maintained by the "Dekel" Company ("e-tender system"), a proposal that is not submitted through the e-tender system will not be accepted.
Participants may submit a proposal for the MTMS ("Category A") and/or for one or more of the Individual Module)s( ("Category B").
Threshold Conditions: Any Participant who desires to submit a Proposal must demonstrate its compliance with all the hreshold conditions detailed in the Tender Documents. All Bidders who meet the threshold conditions of Category A or B and submission requirements, shall be declared winning Bidders and will be entered into the Pool of Framework Suppliers for such category.
Period of Engagement: Subject to the provisions for termination as provided in the Tender Documents, the term of engagement between the Company and the Framework Suppliers shall be 24 months commencing on the date on which the Company signs the Framework Agreement (“Period of Engagement”). The Company reserves the right, at its sole and absolute discretion, to extend the Period of Engagement for up to 3 additional periods of 12 months each, all as specified in the Framework Agreement.
A set of the Tender Documents may be downloaded from ayalonhw.co.il under the tab "Tenders and Contracts" on the home page or in the e-tender website at https://bids.dekel.co.il/ayalon.The documents contain a detailed description of the Tender and its conditions, as well as the Agreements that will be signed with the winning Bidders, and the terms of the Framework Agreement. In any case of a contradiction between the wording in this announcement and the wording of the Tender Documents, the latter's wording shall prevail.
The Deadline for Submission of Clarification Questions. The Bidders are entitled to appeal in writing, no later than by June 14, 2021, at 15:00 (Israel local time), via the designated tab on the online Tender web page, for clarifications needed concerning any contradictions, discrepancies, or ambiguities in relation to the precise meaning of any section or detail whatsoever in the Tender documents.
Bidders' Meeting. The Bidders' Meeting will take place on May 27, 2021 at 15:00 (Israel local time) according to the details that will be published in the e-tender system and on the Company’s Website. Participation in the meeting is not compulsory. Those interested in participating are asked to appear/log in on time.
Submitting Proposals. The deadline for submitting Proposalis is (Jerusalem Standard Time) on October 14, 2021 at 15:00 (Israel local time); any proposal not submitted through the e-tender system by the above mentioned time & date will not be accepted. For the avoidance of any doubt, it is clarified that the submission of proposals to the Tender will be done solely in electronic format as detailed in the Tender Documents, and no proposal submission by any other means will be permitted.
Ayalon Highways is not obligated to accept the best or any proposal whatsoever and reserves the right to reject any proposal(s), all at its sole and final discretion.
The Company is entitled, at its sole discretion, to negotiate or not to negotiate with the Bidders (or any of them).
It is hereby clarified that the execution of the tendered services is contingent upon receiving budgetary approval.
